“Our shared commitment is to strengthen evidence-based policymaking and ensure that economic development is underpinned by high-quality research, sound analysis and practical policy solutions,” said Mr. Halwampa.
“ZIDR was established to strengthen Zambia’s investment ecosystem by addressing the financing challenges faced by businesses with bankable projects. The platform improves access to capital while making it easier for investors to identify credible investment opportunities. It also enhances transparency, reduces the time and cost involved in sourcing investment partners, and helps accelerate project implementation,” he said.

The initiative provided a platform for member states to promote bankable opportunities across key sectors, including infrastructure, energy, transport and sustainable development.
The agreement supports Mansa Sugar Limited’s planned US$100 million investment in the expansion of its integrated sugarcane plantation and manufacturing operations in Chembe District, Luapula Province. The investment is expected to create 1,800 direct jobs and 1,200 indirect jobs, significantly contributing to economic growth and improved livelihoods in the region.
Mr. Halwampa said the initial agreement between IDC and Fujian Xiang Xin Holding Company Limited was signed at the inaugural Invest Zambia International Conference in the presence of the president of the Republic of Zambia.
He further highlighted that, on a cumulative basis, Zambia has recorded USD 16.4 billion in actualised investments and 109,488 jobs created from 2021 to Q1 2026, against total committed investments of USD 92.01 billion.
ZDA Director General Albert Halwampa commended the initiative, emphasizing its alignment with the agency’s mission to promote local industries.
“Zambia has stable and predictable policies, which are key and matter most to investors. We also encourage investors to prioritise the employment of Zambians, ensuring that investments translate into local economic benefits,” Mr. Halwampa stated.
